If  going for a more budget option, feel free to touch the 3's, just note that there is a lack of future proofing for more demanding updates and software.

On the goal of light gaming, slightly heavier business use, lean more towards the 7's and maybe 9's, here you might want to consider getting a dGPU if doing light CAD, video editing, or 3D Design. On heavy video editing and 3D design, the 9's would be a better choice.
On gaming, it depends on style, playing casual games or not very graphically intensive games, then shoot for the 5's on the CPU's. On the heavier side, go for 7's.
